Air Carriers: We need you to add to the pressure on Transport Canada

Attention Air Carriers

We need you to add to the pressure on Transport Canada

The combined efforts of dedicated organizations within CNASS, the Northern Ontario Aviation Committee (NOAC), and the Northern Air Transportation Association (NATA) need your participation one more time to get results.

For the last several weeks associations have been encouraging their air carrier and service members to complete and submit a Request for Operator-Specific Exemption (template linked below) based on the proposed exemptions that have been developed through consultation with the sector organizations and government.

To get around the impasse of prescriptive Flight and Duty Time regulations, while not seeing any progress with a potential global Exemption/Regulatory Sandbox, we and National aviation associations strongly suggest that operators immediately request their own, operator-specific regional regulatory exemption. Time is of the essence!

Please find attached the template made up by Northern Air Transport Association (NATA) for this purpose. All that is needed is your company Name and signature.

To simplify your work AND that of Transport Canada’s to reach a decision (standard of 90 days), we have provided a template with just a few simple things to fill out. Commonality and uniformity are key so please, we urge you to use this template: DO NOT ALTER information other than what’s highlighted in yellow, which you can please replace with your specific information.

Please include the Draft Fatigue Management Program (FMP) [linked below] guidance provided by Transport Canada, as it will be the basis for the implementation of your FMP.

Once filled out, email to your POI with a proof of payment ($595.06) for the Issuance of a Ministerial exemption under subsection 5.9(2) of the Aeronautics Act. This starts the clock ticking. You will also need to get the proof of payment receipt # in the application.

In summary:

  • Pay the TC fee
  • Complete the exemption request
  • E-mail the exemption request and Draft FMP to your POI

All documents needed are linked below and can be saved to your computer.

We are using their own processing regulations to reveal the flaws and force them to make a decision to move ahead with Regulatory Sandbox that has been sitting in limbo for almost 12 months.

If you want to see change, please participate!

We are happy to hear your feedback by email at laurie@noto.net

Thank you for your participation.
